And for my personal opinion. i feel it would be more of a tie between the two. War arc gaara is pretty OP but Prime orochimaru is pretty epic and by Hype he is one of the most powerful living ninja and proven to be atleast kage level or higher. While gaara was the youngest Kage at the time, he is by no means a weak one.
